Foreign Affairs Undersecretary for Policy Enrique A. Manalo, in his lecture on the Philippines’ 2017 chairmanship of ASEAN at the Singapore Institute of Southeast Asian Studies – Yusof Ishak Institute (ISEAS-YII) said this is the core message of the Philippine chairmanship.
